Carl Strock
Retired Lt. Gen Carl Strock has been named Uranium Processing Facility project director for B&W Y-12 at the Y-12 National Security Complex.
He reports to Jim Haynes, B&W Y-12 deputy general manager for projects.
Strock is Bechtel’s former manager of global construction. He joined Bechtel in 2007 after retiring as head of the U.S. Army Corps of Engineers after serving in the U.S. Army for more than 36 years.
“UPF is one of the most important construction projects our nation has embarked upon since the Manhattan Project,” Haynes said. “Carl Strock’s proven leadership and accomplishments make him the ideal person to lead our UPF team as we enter this critical stage of preparing for construction.”
Since coming to Bechtel, Strock has served as project director of the Sabine Pass Project in Louisiana, general manager for Bechtel’s Civil Infrastructure business, and corporate manager of Construction and president of Bechtel Construction Operations Inc.
As chief of engineers and commanding general of the U.S. Army Corps of Engineers, Strock led a 34,000-person workforce with responsibility for a $32 billion program of civil works and military engineering and construction. Highlights of his tenure were the response to and recovery from Hurricane Katrina, planning for a massive construction effort to facilitate worldwide relocation of military forces, and support of combat operations in Iraq and Afghanistan.
Among his numerous military awards and decorations, Strock received the Defense Distinguished Service Medal, two Army Distinguished Service medals, two Legions of Merit and two Bronze Star medals. He earned bachelor’s and master’s degrees in civil engineering from the Virginia Military Institute and Mississippi State University, respectively.
Strock is the UPF project director for the Y-12 contractor, and John Eschenberg is the project director for the National Nuclear Security Administration.
