DA: No charges will be filed in fatal police shooting

No criminal charges will be filed against three Oak Ridge Police Department officers after a fatal shooting on Briar Road in August, the county’s top prosecutor said Monday.

Seventh Judicial District Attorney General Dave Clark released his report about the police shooting on Monday morning.

The report said that the man who died in the shooting, Fred J. Arcera, 25, was a U.S. Army veteran who had mental health problems and was reported to be suicidal—telling officers to kill him—and he had large butcher knives and had threatened officers, moving toward them with the knives that Saturday night.

The Tennessee Bureau of Investigation investigated the shooting, which is common after law enforcement officers fatally shoot someone.

Power restored to Oak Ridge except for Arboretum

Power was restored to all of Oak Ridge except for the University of Tennessee Arboretum after a crash knocked down a high-voltage transmission tower Friday afternoon, the city said Friday night.

The single-vehicle crash caused the tower to fall over and created widespread power outages. Many residents reported having power restored within about one to three hours, while it seemed to take longer to restore power in the southeast section of the city, closer to the crash site.

In its last update, posted at 10:10 p.m., the City of Oak Ridge said the Arboretum will be without power through Saturday.

Charges pending, three injured in crash into TVA transmission tower

Charges are pending and three people were injured in a single-vehicle crash into a large high-voltage transmission tower that caused widespread power outages Friday afternoon, the Tennessee Highway Patrol said.

The crash was reported at about 4:15 p.m. Friday at Union Valley Road and South Illinois Avenue in Oak Ridge.

A preliminary report from the THP said Dustin Elliot, 28, of Mobile, Alabama, was driving a white 2015 Chevrolet Silverado pickup truck north on South Illinois Avenue (State Route 62) when he went off the right side of the road and hit the Tennessee Valley Authority transmission tower. The tower was damaged, knocked over, and leaning over the road.

Controlled burns start this week on DOE land

The U.S. Department of Energy is starting a series of controlled burns of grassland areas on the Oak Ridge Reservation this week.

The controlled burns could continue through mid-April, depending upon weather. The burns will be on the Tennessee Wildlife Resources Agency Three Bend Area off Pump House and Bull Bluff Roads, and other managed grassland areas off Bethel Valley Road and off Highway 58, a press release said.

Two killed in car-motorcycle crash

Two people died in a collision between a car and motorcycle on Clinton Highway on Thursday afternoon, law enforcement officers said.

The crash was reported at about 2:46 p.m. Thursday at East Wolf Valley Road.

Zachary Johnston, 29, of Clinton, and Stephanie Whitaker, 31, of Knoxville died in the crash, according to a Tennessee Highway Patrol report.

Johnston was driving a 2004 Honda Shadow Aero motorcycle, and Whitaker was a passenger, the report said.

The THP said the other vehicle, a 2001 Honda Accord car, was driven by Casey Hall, 38, of Heiskell.
