No comment from NNSA on next step for Y-12, Pantex contract

Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

On Tuesday, the U.S. Government Accountability Office announced in an eight-page decision that it had denied or dismissed three elements of a bid protest filed June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. But it wasn’t clear what would happen next.

“No comment,” Kate Black, a contractor for the National Nuclear Security Administration, said in a brief e-mail response to a question about the next step on Wednesday afternoon. [Read more…]

The bid protest was filed on June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. NP2 was one of three bidding teams that sought to manage and operate the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas. [Read more…]

The United States must continue to lead international efforts to limit and reduce nuclear arsenals, combat nuclear proliferation, and secure nuclear materials across the globe, the retired military officer who has been nominated to lead the National Nuclear Security Administration told a Senate committee.

But the NNSA has a second, unique responsibility: maintain a safe weapons arsenal, retired U.S. Air Force Lt. Gen. Frank Klotz said in prepared remarks to the Senate Armed Services Committee on Thursday morning. [Read more…]

UCOR names new chief operating officer

UCOR, the U.S. Department of Energy’s cleanup contractor in Oak Ridge, has picked Matt Marston as its new chief operating officer.

Marston will replace Kenneth Rueter, who was recently named as the new president and project manager at the Savannah River Remediation Project, a press release said.

It said Marston joined the UCOR team as manager of project support for the Deactivation and Decommissioning, or D&D, group in September 2011. He led an organization of project support staff that included engineering, planning, radiological protection, characterization, environmental compliance, waste management, industrial safety, industrial hygiene, and procurement personnel. Employees of the National Nuclear Security Administration Production Office, or NPO, have donated 17,348 pounds of food as part of the annual U.S. Department of Energy’s “Feds Feed Families” campaign. The campaign, which ended on Sept. 6, surpassed the goal of 17,000 pounds.

“I am extremely proud and moved by the generosity of NPO employees,” said Steve Erhart, NNSA Production Office manager. “Each year, the Feds Feed Families food drive reminds us there are people in our own communities who go to bed hungry. Serving our country starts at home, and that is what this effort is all about.” [Read more…]

The fight to preserve the history of the K-25 site in west Oak Ridge was long and arduous. Among the challenges were federal funding battles and deteriorated building conditions.

Other people might have considered the dilapidated K-25 Building, once the world’s largest building under one roof, a “useless hulk,” one friend and colleague said. But historic preservationist Bill Wilcox, who died Monday evening, never gave up on his dream of honoring the site’s history.

Now mostly demolished, the mile-long, U-shaped K-25 Building was erected as part of the top-secret Manhattan Project. That was a federal program to build the world’s first atomic bombs during World War II. But the four-story building has been shut down since 1964 and fallen into disrepair, and the U.S. Department of Energy is converting the site into a massive industrial park and demolishing many of the original buildings. Local graduate receives B&W four-year scholarship

Babcock and Wilcox recently announced the winners of the 2013 B&W Scholarship, and one recipient is the daughter of an engineer at the Y-12 National Security Complex.

Sheri Cunningham is a Bearden High School graduate and the daughter of B&W Y-12 engineer Penny Cunningham. She will receive $1,500 per year for up to four years of college-level study. [Read more…]

Y-12 earns communications honors

The Y-12 National Security Complex received awards for its public relations, technical communications, and films during three events earlier this year.

The Volunteer Chapter of the Public Relations Society of America held their annual “V” Awards for public relations programs and products, and Y-12 received six awards, including a first-place honor for The Y-12 Times, the employee newsletter. Other award winners included the Human Performance Improvement/Safety Culture campaign, Innovation poster series, UPFront newsletter, The Y-12 Report, and Y-12 Sustainability communications. All entries were evaluated by judges from a PRSA chapter in California. [Read more…]

Kids around the country are heading back to school, and with help from employees at the Y-12 National Security Complex, many in East Tennessee will head back with all the supplies they’ll need for a successful school year, a press release said.

The release said Y-12 recently collected thousands of individual items for Aid to Distressed Families of Appalachian Counties’ annual school supply drive as part of the United Way Days of Caring drive. That total included more than 230 boxes of crayons and markers, 320 notebooks, 300 glue sticks, and 220 packs of pens and pencils. Employees also donated more than $2,500. [Read more…]

A funeral and community reception have been scheduled for Saturday for Bill Wilcox, a chemist who came to Oak Ridge during the Manhattan Project in World War II and went on to become technical director for federal facilities K-25 and Y-12, was named Oak Ridge city historian, and led the fight to preserve the history of the former K-25 site, which was built during World War II to enrich uranium for atomic bombs.

The funeral is at 11 a.m. Saturday at St. Stephen’s Episcopal Church at 212 N. Tulane Ave. in Oak Ridge. The community reception is at 12:30 p.m. Saturday in the lobby at Pollard Auditorium at Oak Ridge Associated Universities at 120 Badger Ave. [Read more…]

Bill Wilcox, a passionate advocate for preserving Oak Ridge’s history who was known for his bow ties and captivating storytelling, died Monday evening. He was 90.

Wilcox died at NHC, longtime friend Gordon Fee said. He had been moved there from Methodist Medical Center, where he had been hospitalized for almost three weeks with heart issues and shortness of breath, Fee said.

“We’ve lost a person who had more knowledge of our history than anyone else I’ve ever known,” said friend D. Ray Smith, Y-12 National Security Complex historian and newspaper columnist.

Wilcox was a chemist who started working at Y-12 during World War II as part of the Manhattan Project, a top-secret federal project to build the world’s first atomic bombs.

The federal Defense Nuclear Facilities Safety Board will meet in Knoxville in October to discuss, among other things, the risks associated with continuing to operate old buildings involved in weapons work at the Y-12 National Security Complex, pictured above, and the progress made in the past year to incorporate safety into the design of the multi-billion dollar Uranium Processing Facility.

The federal Defense Nuclear Facilities Safety Board will meet in Knoxville in October to discuss, among other things, the risks associated with continuing to operate old buildings involved in weapons work at the Y-12 National Security Complex—and the progress made in the past year to incorporate safety into the design of the multi-billion dollar Uranium Processing Facility.
