Note: The following is a copy of the message that B&W Y-12 President and General Manager Chuck Spencer sent to employees on Friday.

I wanted to be the first to tell you about these organizational changes, but given the speed of media you may have already heard them from other sources. If so, I apologize.

When I arrived at Y‑12 in August of 2012, the site had just experienced a significant security event and was at a very low point. However, we immediately set about to work together to rebuild security and to regain the confidence of our many stakeholders. To do that, we have gone through much change and worked tirelessly. What I am most proud of is how we immediately became more introspective. How we all began to question virtually every aspect of our business. Not just security, but operations, maintenance, our assurance system, development, engineering, etc. We did this not because we were performing poorly in these areas, but because that is what a good company does. It is willing to look at itself with a critical eye so that it can be the best at what it does. I am very proud of what you have accomplished in the year and a half you have allowed me to be a part of your team and am confident that you are well prepared for a great future. Given that, it is with mixed emotions that I need to inform you that I plan to return to my position as chief operating officer for B&W’s Technical Services Group. [Read more…]

B&W announces leadership changes at Y-12

The Babcock and Wilcox Co. on Friday announced top management changes at B&W Y-12, the contractor that operates the Y-12 National Security Complex in Oak Ridge.

Among the changes: B&W Y-12 President and General Manager Charles G. “Chuck” Spencer, who started at Y-12 shortly after the July 28, 2012, security breach, will return to his former position as vice president and chief operating officer of Babcock and Wilcox Technical Services Group Inc. Spencer will continue his involvement at Y-12 and the Pantex Plant in Texas as chairman of the Board of Managers for both B&W Y-12 and Babcock and Wilcox Technical Services Pantex LLC, a press release said.

Spencer replaced Darrel P. Kohlhorst in August 2012. Kohlhorst abruptly retired after the security breach.

Spencer will be replaced by Dave Richardson, who will become president and general manager of Babcock and Wilcox Technical Services Y-12 LLC, or B&W Y-12, on Feb. 1. [Read more…]

NNSA: 2013 a year of important accomplishments, improvements

WASHINGTON, D.C.—As 2014 begins, the National Nuclear Security Administration has released a list of some of its most important accomplishments and improvements during the past year. NNSA reached significant milestones in the areas of nonproliferation and counterterrorism, made a host of significant achievements through its work with the United States’ nuclear weapons stockpile, and saw improved operations throughout the complex.

“In 2013, even with a challenging budget situation, NNSA’s successes ensured that the United States’ nuclear weapons stockpile is safe, secure and effective; saved taxpayers millions of dollars; and supported emergency preparedness and the next generation of nuclear security workers,” said NNSA Acting Administrator Bruce Held. “Our people, both our government employees and the employees in our government-owned labs and plants, have done great work executing our mission and improving the way we do business.”

NNSA’s 2013 list highlights accomplishments in operations and at its sites, international partnerships to support nonproliferation and removals of dangerous materials, and emergency preparedness trainings and university programs. [Read more…]

New security contractor for DOE Oak Ridge receives ‘commendable’ rating

The Joe L. Evins Federal Building is one of three federal facilities protected by National Strategic Protective Services LLC in Oak Ridge.

The new security contractor for the U.S. Department of Energy in Oak Ridge has received a “commendable” rating for its performance protecting federal facilities.

National Strategic Protective Services LLC, a joint venture of Triple Canopy Inc. and Securiguard Inc., provides protective force services at the East Tennessee Technology Park, Joe L. Evins Federal Building, and Oak Ridge National Laboratory.

“DOE recognized NSPS for its ability to quickly adapt and respond to customer needs while seamlessly assuming responsibility as the Oak Ridge protective force services provider in March 2013,” a press release said. [Read more…]

He was one of the first workers hired in Oak Ridge as part of the top-secret race to build the world’s first atomic bombs during World War II.

At only 20 years old, he became the chief photographer for what was then the Manhattan Engineer District, Clinton Engineer Works. He was the only person authorized to take pictures in the “Secret City” during the Manhattan Project, and he captured some classic moments, including the jubilation of Oak Ridge residents the day they learned World War II had ended.

Now 91, Ed Westcott was honored for his historic photography in a surprise ceremony this month. He was given the Muddy Boot Award by the East Tennessee Economic Council. The awards, which have been given out since 1973, pay tribute to people who have made East Tennessee a stronger region through their work and community activities.

“Ed’s photographs are so broadly used that they literally express our history and visually tell the unique story of Oak Ridge and its impact on East Tennessee, the Southeast, the nation, and even the world,” said Ray Smith, Y-12 National Security Complex historian. “So, he definitely qualifies for Muddy Boot consideration. Without Ed’s thousands of wonderful images, we would not be nearly as able to present our history.” [Read more…]

Y-12 Community Relations Council adds members

Bruce Borchers, Veronica O’Hearn, and John W. Smith have joined the Y-12 Community Relations Council. The volunteer group is comprised of 29 community and business leaders who are charged with helping to exchange information between Y-12’s management team and the Oak Ridge and East Tennessee region. The new members were selected by the CRC membership, a press release said.

“B&W Y-12 launched the Community Relations Council in 2002 because we understand the importance of having a strong relationship with our neighbors in and around the Oak Ridge area,” said Bill Reis, B&W Y-12’s vice president of public and government affairs. “We work hard to keep the group updated on the projects/programs and activities at Y-12 and look to them to provide us feedback from the community and to serve as ambassadors for Y-12. It’s a wonderful partnership, and we appreciate each and every one of the CRC members for their commitment to Y-12 and the community.”

DOE, UT-Battelle could negotiate five-year contract extension at ORNL

The U.S. Department of Energy and UT-Battelle could negotiate a five-year contract extension at Oak Ridge National Laboratory, officials said Thursday.

The current contract ends in March 2015. If granted, the extension would allow UT-Battelle to manage the lab though 2020. UT-Battelle is a nonprofit partnership between the University of Tennessee and Battelle Memorial Institute.

U.S. Rep. Chuck Fleischmann, a Tennessee Republican, announced the potential contract extension during a special holiday meeting of the East Tennessee Economic Council on Thursday. ETEC had asked DOE to not rebid the contract—but extend it instead, Fleischmann said.

The congressman said the negotiations over a possible extension were based on a “job well-done” at the premier lab. [Read more…]

Alexander will oppose two-year budget bill being considered by Senate

U.S. Sen. Lamar Alexander said he will oppose a two-year budget agreement that cleared a key Senate hurdle on Tuesday and is expected to keep the government open through 2015.

The bill passed the Republican-controlled House of Representatives on Thursday in a 332-94 vote. It’s now being considered in the Senate, which is controlled by Democrats, and could win congressional approval this week.

“I will vote against the budget agreement because it avoids the federal government’s most urgent need: reducing the growth of runaway entitlement spending,” said Alexander, a Tennessee Republican. “Instead, it spends savings that should be used to strengthen Medicare, pensions, and the air transportation system.”

Rep. Chuck Fleischmann, a Tennessee Republican whose district includes Oak Ridge, supported the legislation last week.

Passage of the bill is likely to offer relief to federal employees and government contractors in Oak Ridge—and to the businesses that support them. Many reported impacts during the last partial government shutdown in October. [Read more…]

House-passed budget could avoid second shutdown; Senate may vote this week

A bipartisan budget bill being considered in Congress could avoid a second government shutdown and provide relief to federal employees and government contractors in Oak Ridge, including at the Y-12 National Security Complex, which was prepared to furlough up to 3,600 workers during the first shutdown in October.

The U.S. House of Representatives has passed a budget bill that could avoid a second government shutdown in mid-January, a development that will likely offer some relief to federal employees and government contractors in Oak Ridge—and to the businesses that support them.

U.S. Rep. Chuck Fleischmann, a Tennessee Republican, said he supported the Bipartisan Budget Act of 2013 in the House on Thursday.

“Tonight, the House took a modest step toward reforming spending and setting our government on a more stable path,” said Fleischmann, a second-term congressman whose district includes Oak Ridge.

But the bill still has to pass the deeply divided Senate, which is preparing to take up the budget bill this week. The Washington Post reported that Democrats are still trying to come up with the 60 votes necessary to break a GOP-led filibuster in the Senate. [Read more…]

ETEC presents 2013 Muddy Boot Awards

On Friday, the East Tennessee Economic Council named three new recipients of the Muddy Boot Award: Bill Biloski, Ray Smith, and Barry Stephenson.

The Muddy Boot Award is a tribute to people who, through their work and community activities, make East Tennessee a stronger region.

Also Friday, ETEC presented two Postma Young Professional Medals to husband and wife Colin and Sherith Colverson.

The council’s annual celebratory event was keynoted by Tennessee Gov. Bill Haslam. [Read more…]

An investigation has concluded that a security officer at the Y-12 National Security Complex probably inadvertently pulled the trigger when a weapon fired inside a “hardened” vehicle in July, discharging one round and slightly injuring two guards.

An investigation has concluded that a security officer at the Y-12 National Security Complex probably inadvertently pulled the trigger when a weapon fired inside a “hardened” vehicle in July, discharging one round that hit an interior wall and produced fragments, and slightly injuring two guards.

The accidental discharge occurred just after midnight on July 28, which, coincidentally, was the one-year anniversary of the July 28, 2012, security breach at Y-12.

The National Nuclear Security Administration said little after the accidental discharge. But the agency did acknowledge that two security police officers, or SPOs, received minor injuries and were treated at Y-12 before being taken to Methodist Medical Center of Oak Ridge, where they were treated and released. The NNSA also said the incident was under investigation.

Now, officials have concluded a four-month investigation, and B&W Y-12, the plant’s managing and operating contractor, has released a summary of the findings. [Read more…]

The proposed multi-billion-dollar building that would process uranium at the Y-12 National Security Complex should be buried below ground, an Oak Ridge nonprofit organization and a Washington, D.C.-based group told federal safety officials in a Monday letter.

The groups planned to make their request during an all-day meeting and public hearing of the Defense Nuclear Facilities Safety Board in Knoxville on Tuesday. The board is meeting in two sessions from 8 a.m. to noon and 2 to 6 p.m. today (Tuesday) at the Knoxville Convention Center.

The Monday letter was from the Alliance for Nuclear Accountability in Washington, D.C. Among the dozen signatories is Ralph Hutchison, coordinator of the Oak Ridge Environmental Peace Alliance, a group that has long been critical of the nuclear weapons work at Y-12.
